- A constitution is a set of rules that are the ultimate source of legal authority for the state. The rules of the constitution identify the main institutions of the state, and govern the relationship between the state and the individual citizen. In most constitutions, the constitution is codified in a single document: the exceptions are the United Kingdom, New Zealand and Israel. Constitutions identify the main institutions of the state, which are usually the executive, the legislature and the judiciary. The executive may, in parliamentary states, be a subset of the elected legislature. Some nations, such as the state of Iran, have much more complex institutions, with at least six major organizations.
