Accustomed to representative democracy, jury trials and the right of the accused to appear before a judge, Anglo-American settlers in Texas also disliked the Mexican legal system, which provided for an initial hearing by a alcalde, an administrator who often combined the roles of mayor, judge and law enforcement officer. The alcalde would send a written record of the proceedings to a judge in Saltillo, the state capital, who would decide the outcome.
